This is nothing else than the "big electrode constructed from the smaller parts".You know,it was quite hard to build smooth electrode of that (Long Island station) size from one piece and to elevate it. And I think the corona breakout behaviour of the electrode with hemispherical attachments wouldn't be much diferent from the "chicken wire" toroids some coilers use today :

Once the corona streamers break out, the average breakdown field (the streamer zone average) drops down to 500-600 kV/m.For electrode elavated 50 m above ground level, streamer appearance means  breakdown potential of about 25-30 MV.Besides,corona presence means additional loss of energy which Tesla surely didn't want to have.

The maximum potential before spark breakout from a Tesla coil's top-load can be increased by holding back the streamers.  This is what Tesla was doing with those hemispherical attachments on the magnifier shown in U.S. patent No. 1,119,732, Dec. 1, 1914.
