Thinking about it, center tap isn't required for outer secondary's. 
Meaning you can center tap them or not (one on each side to grounded 
core or simply connect both hv windings together). The first case is 
center tapped (1/2 Vout from ground to each hv winding or Vout across 
both windings). The second case is Vout across both windings and core 
ground is no reference. From a voltage standoff aspect, outer U 
secondary's would be nice aspect.
