Phoenix Technologies makes a Variac on steroids called a Tahoma 
Regulator, secondary rotates around magnetic path and carbon 
wipers make sliding contact...under oil. Our company has a client 
that just installed a 3MW regulator under digital control.

THVT unit is installed in standard transformer can (1 phase units) 
3 assembled on channel base plate. 13.8kV in, 0-1.7kV 3 phase 
out. Better have deep pockets to get one for your lab though 
(about $1,000,000 US). There were teething "issues" with this 
unit OBTW, .

And, if you were to provide forced air cooling, or immerse the thing in 
oil, you could probably do more. (not sure how well the wiper brushes 
work under oil, but I'll bet they'd work ok)
