Hey David,

When I did roofing we had shingle cutters that were a form of a hooked knife, but the one I'm talking about you can get to replace in a standard razor knife.(probably what your talking about)

Cut the cover and the shield at the same time, the cover helps to support the shield to cut easier. Watch the angle you keep the knife at and the knife won't damage the insulator.
