Well, I have had difficulties with dust and grime getting between the windings with too thin a coating ... one time that was a metal filing that fried the secondary.
I would say if the secondary feels smooth as glass, that's thick enough.
One more point. I discovered that the common PVC pipes can contain foreign matter, in my case it was metal shavings.
Others have mentioned working at the factories where these were made where floors were commonly swept and the contents of the dust pan were thrown into the molten plastic.
One person discovered pieces of screws, bug parts, hair, wires when they shined a laser inside to get a look at the gunk inside.
So, when you are buying PVC, carefully inspect the piece with some light source.
When my big coil fried due to this I simply whittled out the burned areas and resurfaced it.

I was wondering how many coats of varnish would be advisable for the outside
of the secondary coil? I put two coats on mine, but have read conflicting
things about how many is best. Does anyone have any opinions?
