This is the first time that I have heard this being asked, but yes, it would act like a shorted turn and probably eliminates the windings near the top as useful turns It might be worth trying to make the toroid look more like a big C. It might add a few volts to the final output. It would also lokely change the resonant frequency of the secondary wince it will likely change the inductance of the secondary. A shorted turn at the end of the secondary would effectively shorten the length of the secondary. By "unshorting" it the inductance would increase a bit.
