Brian,The penetrating ability of X-rays depends on the voltage you are creating them with.
Broadly speaking, voltages less than 10 kV will not produce dangerous penetrating X-Rays. Color TV screens work at 30-36 kV, and have lead glass in the faces to diminish X-ray exposure to the users. My brother the dentist uses 70 kV for most Dental X-Rays, but preferred the older units that used lower voltages (down to 50 kV) that gave better contrast, but required higher doses.
So again, generalizing very broadly, below 10 kV, you are probably OK, and the farther above 10 kV you go, the more careful you have to be.
