Resistive ballasting is useable but it does create a fair amount of heat. Inductive ballasting on the other hand is also a great way to ballast a load. Less heat is produced and if the ballast is made correctly, it too can be quite variable. The availabilit yof the stove idea has its merits... but if you come across a heafty EI core transformer, consider modifying it to suit your needs...
