Hello Matt, 

You can use a "counterpoise", which is an artificial ground you can make
(among other things) with chickenwire. Get some chickenwire, and assemble a
square about 1.5m*1.5m, and place the tesla coil on top. This is your new
ground. The bottom of the secondary should be connected to it.

Success! I've managed to get hold of an OBIT that delivers 2x 7.5kv for
about £20.

I have one other question - I was planning to display this in college,
however I'm worried about grounding. I've read that the coil shouldn't be
grounded to the main ground for fear of serious household damage. A) does
this apply to both primary and secondary coils, or just the secondary? B)
considering that I may not be displaying this on the ground floor of the
building, does anyone have a suggestion for a suitable ground? Your help is
once again very much appreciated,
