One needs to be careful about what oil is used. Oil for some purposes 
contains chemicals that will make it much more conductive. Oils that can pick up more 
water are also more conductive, so if you buy oil not sold for electrical 
insulation you are taking a chance on problems.

PS The x-ray man who used to hang out at my warehouse had a device for 
placing pans of oil in a vacuum to remove traces of water to make the oil less 
conductive.
