4" PVC is actually a bit wider than 4" on outside diameter.  Did you figure that into your calculation?

Performance-wise, there's not enough difference between 17.5" and 20" to worry about.  Are you sure this is worth picking a fight about?  I'd tie that thing off, seal it, and put it to work.

I've never wound a 17.5" secondary, but I once wound an 18" secondary with #28 wire.  Motivated by a pair of MOTs driving voltage doublers, I got 42" streamers from it.

Unless you are willing to unwind the wire and measure its length exactly, I'd chalk it up to experience and let it go.  Next time, order more wire than you need.
