douglas,From an electrical point of view, it probably conducts well enough, but from a thermal point, it does not.
A major property of a well performing gap is that it stays cool, so that the air between the electrodes can return from conducting plasma to an isolating state quickly. A process referred to as quenching.
The surface of the graphite will get red hot and tend to keep the arc from extinguishing. This property of graphite was a major reason for choosing it as material for electrodes in arc-lamps.
Stick with copper, nice big slabs of copper make superior gaps. Cheers, Finn Hammer
