Yes it can. I have done that with a 15/60 Francformer. You can see the result

After frying the secondaries by inputting 2.8kVA with a much larger than
resonant tank cap (burned the insulation off of the secondary windings), I
removed the transformer and used it for a ballast for (one of) my polemount
distribution transformers. The two 120V primaries in series for use with 240V
input of course. In that configuration the measured short circuit current of
the pig was 85mA.
