You're sure it's a 12470V primary? That would be an oddity indeed. I'm guessing the primary voltage on the nameplate probably reads something like "7200 / 12470Y". The "12470Y" part is largely irrelevant; this would be a 7200V transformer. The "Y" voltage on pole transformers is a common source of confusion.
