Sort of. The process of _adsorption_ causes water molecules to bind  to the 
surface of some things very tightly, until they are dislodged by  some outside 
force, such as heat, vacuum, UV radiation or electron bombardment.  (That's 
where the terms "Bombarding" and "Bombarder" came from in the neon sign  trade) 
Operating a coil would probably release some water vapor from the surface  of 
the enamel if it were stored for a while, but it's hard to say if this would  
really be harmful in all but the most extreme cases.
