This appears on surface "over-the-top" but is actually ok.  Medium voltage
area is behind a fence that is locked and restricted to "qualified personnel"
and the 2.4kV is appropriately marked HV.  

"I" would not have direct set the pole pigs on a concrete pad as they are,
I would of supported them above the concrete (pulstren fiberglass
platform, salt treated timbers) to prevent rusting out bottom of oil
container (by trapping water directly under bottom of pig can). 

Grounding of the transformers against lightning and ground rise with
a loss of ground on building (load) side is another area of concern in an
installation like this.

The advice to the unsuspecting grounds person is well advised...  ;^D

Curious, what is utilization low voltage, and is it a grounded wye or delta
connection?
