Hi Phillip,The meter can't put out the current needed on large transformers to cause the induced voltages within the windings to begin to act. You need real AC currents involved to fully produce the emf action required. Meters are fine for air core coils or even small pc board size transformers, but for a transformer with large mass, the meter will get loaded down and won't produce the currents needed, so you always end up with a value that is usually very low. That's why on transformers specifically, one needs to at least perform an open circuit voltage and current test, then back calculate the inductance.
