Very true. A GFCI can function without a grounding conductor. Any imbalance  
of current between the hot and neutral would indicate a leakage to ground  
somewhere and trip the relay. But some NSTs with GFCIs built in won't  operate 
correctly unless the case is tied to earth ground. Not connecting the  grounding 
wire, or connecting the case to the neutral wire will cause  erratic or no 
operation at all, but this is a special case.
