Hello Matt,

Last thing first, where your secondary connects to ground, make a post of
some sort.
I personally like the nylon bolts & nuts from the local home improvement
store.
Fix the post so that it is mechanically stable and use it to attach the
bottom of the
secondary winding and your ground connection.  Even better, attach a ground
lead
to the post and terminate the other end to your actual ground to alleviate
any undue
mechanical stress to the post that you make.

Since your spark gap is arcing, the xformer is probably good, but you should
test it by drawing
an arc from each bushing to ground and /or making a simple jacobsladder with
coathangers.

I suspect the partycups are letting you down.
