Weird behavior.

Try leaving out the Terry filter and see what happens.

Still no-go?  Substitute a simple static spark gap in
place of the rotary.

Strike two?  See if your transformer can fire a
Jacob's ladder.  Maybe it is intermittently breaking
down internally.
