This has been done many times over the years.
Spillage is a concern, but usually only when changing the water.
Remember, you have to reload with hot water for maximum effect.

I've never heard of anyone trying this before, and there is a
slight concern with spillage. You might want to consider using one of
those fog machines, I bought one around Halloween time a few years ago
for like $25, you could mount a tube on the output and route it up
through the secondary if you wish. If this does not suit your design,
perhaps you could put a battery shorted with nichrome wire in the fog
fluid, this may make it fog (but please note, I have not tried it,
perhaps I will this weekend). Or you could just use dry ice like you
said, I'd imagine it would effect the color of the streamers some. If
you get it to work, send us a picture.
