No, this is the pulse DC design rating.
Using a 14.4 kV xmfr, set your design for 60 kV DC pulse duty max. So,
design the cap to handle 60 kV DC to run with a 14.4 kV or 12 kV nst. We
design our commercial units for 80 kV DC and run them in air in a
polystyrene box.
