This brings a good question to my mind. Can a Faraday cage be insulated
heavily to prevent streamer strikes, but still work as an all around RF
ground?

      Nothing happens. Faraday cages are all ultimately in contact
      with a gas

      insulator like air. A layer of varnish or paint will not
      affect the

      electromagnetic properties.
