This is way more complex than a single equation can handle.
There are a number of such, all for specific
 temp/pressure/electrode shape/foo/mumble....
Entire books have been writ on this subject.

Max Length, single stroke, prime factor (secondary) is voltage, as no
 current is yet flowing.

But.

As with Natural Lighting, which actually grows in discrete steps,
a secondary dischrge from a Tesla coil can (does) grow: added current
helps, here.

(Single Shot coil operation being a special case.... 8)>>)
