This is an idea to go along with the Binary Capacitor:

There are no moving parts, aside from 8 short-circuiting rods that allow 
each individual gap into or out of the series.  The gap is adjustable from a 
thousandth of an inch to a little over 1/4" in .001" increments.

Granted there are easier ways of making this (the 1920s style spark gaps add 
some elegance), buts its a new take on an old concept... The same idea could 
be made as simple as tungsten rods mounted in welding lugs with a knife 
switch in parallel to each section.
