PVC is used for a whole lotta things other than water pipe (e.g. some
cling film is PVC), not to mention that PVC is a sort of generic term
(like "wood") because you can change the length of the polymer chains, etc..
Sure, the manufacturing process is full of toxic chemicals, and PVC
decomposes into some pretty nasty stuff when you heat it (so does
wood, for that matter).
I'd be real surprised if PVC water pipe contained heavy metals in any
amount. PVC is not a particularly "non-leaching" material, and if
there were heavy metals, they'd almost certainly dissolve out over time.
Other things made of PVC, sure, but not water pipe.
Regarding legislation and public health...HA!
