Notice how the sparks are emitting at 45 to 50 degrees from the
horizontal plane?
This indicates your spinner is not sufficiently elevated above the
electrostatic protection plane of the toroid. The toroid is
partially shielding the spinner and causing the sparks to emit
slightly upward from the sharp edges on the spinner.
If you elevate the spinner with a longer brass rod, perhaps another
18-20 inches higher, the sparks will emit in a near horizontal
plane. This will produce more thrust and hence greater torque, which
should result in your spinner achieving high velocity. As you
experiment with elevations the goal is to have nearly horizontal
streamer emissions. This produces maximum rotational torque on the
spinner and usually highest possible velocity.
