Following Tesla's specification, an ultraviolet beam should be 
used.  This could be produced by a laser or an ultraviolet arc 
lamp.  The UV source could be mounted directly inside of the elevated 
terminal, with electrical power being supplied  by an air-motor 
generator also installed there.

Perhaps the UV beam would only weakly ionize the air along its path 
allowing the ionizing beam to extend outward or upward to a great 
distance, with the following electrical discharge finishing the 
job.  It will be interesting to see if the UV beam can be shut off 
once the more highly ionized conducting path between the transmitter 
and the receiver is established.

As for application, mankind might try to move beyond the idea of 
destroying things and consider the use of an ionizing UV beam within 
the context of the transmission of electrical energy without wires as 
a means for furthering universal peace.
