    Something not mentioned so far is that if the laser has enough power 
to ionize the air at a distance it will do the same at the exit port of 
the laser, causing the air to break down right there.  That will screw 
up the transmission of a collimated beam to a distance.  This is a 
problem with all ultra-high-power laser systems.
