Yes, I had exactly the same experience using .03uF with a 15/60 NST.
With a static gap, .03 is just too big.  Too bad you just can't slice
off a third of it on a table saw - .02 worked out perfectly.  Of course,
the .03 would be perfect with a sync RSG...
