Non Resonant DC charging

Hello All,

I'm trying to size my primary capacitor bank for voltage. Since the there is
a 150 H inductor in my PS output of 24KVCD, I should be nowhere near
resonant charging on a .1 or .12uf primary cap at break rates starting at
200 and up.

Question: When the primary rings will the peak voltage be 24KV and the
waveform between that and near zero or a higher baseline? Will there tend to
be some ringup?
