Apparently this is the key diagram:

The yellow part is a "small tube" (difficult to translate). It might be closed at the bottom like a little cannon pointing upward. Difficult to see much in frame by frame of the video. I assume it is a strong plastic.

Just "seawater" or what ever it takes to make 60 amps...

Hard to say if it is 0.0005 Farad or 0.0000005 Farad. One is 6250 joules and the other is 6.25 joules. Judging by the sound level, lack of destruction, and the casual attitude of the observers, it mush be 500nF for 6.25 joules.

5000V / 60A = 83 ohms
500nF x 83 ohms = 41.5uS      5RC = 207.5uS
0.5mF = 41.5mS    5RC = 207.5mS

Seems simple and easy to try.

Looks like a nice application for the SISG ;-))

I should add that I'm perfectly willing to believe in
plasma phenomena like this, having seen (with my own
eyeballs) similar things done in microwave ovens.  My
skepticism here is directed entirely at the legitimacy
of the "photo".  I just had a knee-jerk "hoax"
reaction when I looked at it :-))
