"Power".  The more power you put into it the longer the sparks.  In general:

Length = 1.7 * SQRT(input power)     John Freau's equation.

It helps a little bit. Bigger coils have bigger top terminal whichhelp the streamer power. A small coil with a big top terminal does well too.
