Sure.. you just need to find yourself a source of suitable HV rectifiers and filter caps.
The grounded centertap imposes some limitations (i.e. a doubler with a 15 kV NST will put out about 20 kV unloaded, but you can use both phases in a double sided multiplier (4 capacitors, 4 diodes)
