The top electrode creates a high E field around it. When a free electron
(coming from outer zones) reaches this high E field area, it may start an
avalanche process (ionization). The possibility of this follows a nearly
Poisson distribution. You can facilitate this using UV light, laser beams,
etc.

Topload +V doesn't get reduced, it stays were it is.
