I agree with you...
We have a 1.0MVA pad mount transformer at work and it is ~8,600 lbs;
with oil. I would guess that transformer to be at least 20MVA, maybe more.
It is about the same footprint of (2) 3 phase transformers used at main
34.5kV switchyard of chemical plant where I started my career. They were
rated 12, 16 and 20MVA (natural air convection, forced air [fan] convection,
forced oil [aux oil pumps] + forced air convection).
