Jared,
I can't say that I really understand what you are describing (regarding half
or quarter wave) but I'd be happy to take a peek at whatever you've got.

The coil you have shown is a half wave coil. Half wave coil sparks
generally do not meander about like quarter wave coils, but go from
point to point instead.
( True, you can get a quarter wave to hit one spot, but they still
have a much greater tendency to wander)
NST based systems (Neon Sign Transformers) with air forced air spark
gaps are fairly easy to build.
The system you have shown us is really fancy, (probably took months to
make)You don't need near this level of workmanship to get a good
performing half wave.
We can get (reliable, not peak) 16 inch sparks with a 60ma NST and a
simple forced air static gap. But our inductors and capacitors are
much larger then the one you have shown us. (Tiny inductors at high
frequencies give poor performance)
If you would like to build a half wave coil I would be happy to
advise. (My friend Larry and I) have made many of these and all of
them worked straight from the drawing board
