The oils from handling, from the sodium in your skin oil, is highly
conductive. Xmfr oil, the immersion oil, is highly non-conductive. In
summary, if you don't remove the conductive oil it may remain on or slightly
imbedded in the plate or dielectric material. Best to strip it all off
before immersing the cap in insulating oil.
I agree with Gary --- MMC caps are a much better approach than messing with
home rolled caps.
