Dielectric materials attract the electric field generated by nearby charges to them, much in the way a magnetic material attracts magnetic fields. If you put a dielectric plate between two oppositely charged bodies, the electric field at the surface of the plate becomes higher than it was without the plate, because the field lines becomes more concentrated. So, if there is some corona between two conductors, placing an insulating plate between them can only increase the corona. In other hand, a possible solution is to place dielectric plates behind the conductors, not between them.
