Sounds like electrolytic caps

Electrolytic caps are strictly for DC use

A what? Even if you did have a HV DC power supply instead of the NST, a
Tesla Coil capacitor needs to work _well_ at the tank frequency, i.e.
AC. Electrolytics do not.
