You are not going to get an accurate figure if sparks are allowed to
breakout. The process is somewhat chaotic (that phrase crops up a lot
doesn't it?).
    I think that answers to many of your questions have already been
posted (voltage dividers for example). I suggest you re-read answers
that have already been provided, do some keyword searches through the
list archives and try and think some of these things out for
yourself. Where's the satisfaction in having everyone tell you what
to do?
     Re the gear - some of us work in universities, research
facilities and electrical engineering environments - 'nuff said.
