I don't know what the intention of the designer was.
However if all the coils are on the same axis then the current direction
(clock wise or counter clock wise) should be the same for both primaries
else their effects will tend to cancel unless they are separated by several
times their diameter. The winding sense required to achieve that will depend
on how the coils are connected in series i.e. inner to outer or inner to
inner.
Given the current direction in the primaries are the same then the
secondaries must be such that current flowing from one HV terminal to the
opposite must flow in the same direction clock wise or counter clock wise
direction.
Hopefully the above explanation helps. Its the rotation direction of the
current that's important not the windings sense.
