Sounds to me like this would be an ideal application for a MOT farm. If you put 4 reasonably matched MOTs on each leg, you could draw ~8kV at ~500 mA for ~4 kW max per phase. Use the primaries as two sets of series windings in parallel to get to a 240 volt input rating. Remove the shunts for higher current output.
Since you are only using one stacked transformer on each leg, you could probably get away without oil immersion of the setup. The consensus seems to be that you do need oil immersion if you put three transformers on each leg for 12 kV outputs.
