Indeed. you're right.
Maybe I should have used "ethanol production from corn for motor fuel ", but
I don't know how many people that really employs.
Heck, refurbishing the shuttle or trying to fix an aging Hubble might fit in
this category (why spend $2B+ to fix Hubble, when the JWST, with 10 times
the performance, costs <$1B...? Becaus there's lots of people toiling on
Hubble and Shuttle.)
