It's interesting to see the details about the calibration procedure, and
that the same procedure says that it's nothing trivial to measure the
voltage of a VDG generator using a field mill (I have tried). Depending
on how the meter is positioned, all kinds of readings can be obtained.
A precise method, would be to charge the VDG terminal with a known
voltage, not so high, and calibrate the meter for it in a high-sensitivity
scale, reading then the actual electric field in a low-sensitivity scale.
In any case, the geometry of the setup affects deeply the measurements.
The charge in the belt affects the reading too, so the meter shall be
positioned directly above the terminal, for a precise measurement.
