I haven't seen an answer to the question about power factor and dissipation factor. The power factor is usually defined as the ratio of the dissipated power to the stored power, and zero is best. Dissipation factor (often called "loss tangent") is very similar and the values are the same if the loss is low. (Values for which the angle in radians is almost equal to the argument.)
