	Yeah.  He neglects the necessity of a return circuit for current to
flow.  If you examine  his drawings you'll see they all look like a
top-loaded vertical antenna with ground return and would have to act
like that, no matter what other miraculous properties were claimed.

	On the subject of electrically small antennas, which has been
thoroughly analyzed and measured for almost a century, the most
important thing that emerges is the infinitesimal radiation resistance
of a really small one.  The consequence is infinitesimal EFFICIENT
bandwidth.
