Piecewise approximations do seem a bit suspicious. I suspect there is
a curve related to a "finger" area at the tip of the easily visible
streamers. I am reminded of the ball of barely visible streamers I
once saw emanating from a spherical topload with no defined spark
channel.

It's probably the sum of two components.. One which maxes out fairly low (representing the capacitance of the furry stuff at the "end" of the channel), and the other representing the C of the actual channel. Bazelyan and Raizer actually talk about this a bit. One also has to realize that the extension of the channel proceeds in discrete jumps, so perhaps you can only approach a single smooth curve as a statistical ensemble of many somewhat random sparks.
