I disagree.
Most of the LEADER is a good conductor.
For a typical streamer it is another way around.
Its conductance is pretty low if averaged total
streamer lenght.

You are learning quickly.Sure you'll see what's the
basic difference between streamer and leader concept
as your reading of the book progresses.
Streamer and leaders are sometimes confused even
by experts and on certain occassions these terms are
used interchangebly.Incorrecly in my opinion.
