This may be due to capillarity. Place a fine plastic or glass tube so its
end is dipped in water and you will see it rise in the tube above the
general height of the water. Sealng the ends of the cable with silicone
sealant (electrical or aquarium grade, the cheaper stuff is corrosive as it
cures).
